С помощью командной строки (зажмите клавиши Windows и S) затем в строке посика наберите cmd в открывшемся окне наберите:



REG ADD "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Shell Icons" /v 29 /t REG_SZ /d  "" /f

И нажмите Enter
перезагрузите компьютер и стрелочки с ярлыков должны сняться.
